Portugal train rules for dogs: what you need to know

The short version

CP accepts a large dog outside a carrier on eligible trains, but the fare changes by service and the dog must be muzzled, on a short lead and accompanied by identification and vaccination documents. Lisbon and Porto Metro publish lead-and-muzzle conditions for larger dogs. Ordinary national and city buses remain a weak link.

Taking a large dog on CP trains in Portugal

CP accepts dogs outside a carrier on Alfa Pendular and Intercidades at the full fare for the class you travel in, on Regional and InterRegional trains at half fare, and free of charge on the Lisbon, Porto and Coimbra urban trains. The dog must be muzzled, controlled on a short lead, kept off the seats and covered by a current vaccination record with its identification; visitors from other EU or Council of Europe countries use the applicable pet passport instead.

Two CP services do not follow that rule. On the Celta between Porto and Vigo, CP’s published provision is only for a pet up to 10 kg in a carrier no larger than 60 × 35 × 35 cm, so it is not an option for an uncrated large dog. When CP replaces a train with road transport, only a small pet in a suitable hand-luggage carrier is admitted; the train rule does not carry onto the replacement vehicle.

Dangerous-breed restrictions and assistance-dog exceptions are separate. Read the current operator wording if either category applies.

Ferries in Portugal with a dog

Lisbon’s Tagus ferries genuinely work with a large dog: on the TTSL crossings to Cacilhas, Trafaria, Porto Brandão, Seixal, Montijo and Barreiro, one companion animal per passenger travels in the saloon either in a carrier or wearing a functional muzzle on a short lead. Animals under 5 kg travel free, dogs stay off the seats, and no booking is needed — it is an ordinary turn-up-and-go commuter boat.

The Setúbal–Troia link is stricter: Atlantic Ferries carries pets free, but only inside a vehicle on the car ferry or in a hand-luggage carrier on the catamaran, so a foot passenger with a larger dog has no published option there. Madeira, the Azores and smaller river crossings each set their own conditions — confirm the exact sailing with the operator when one of those is the plan.

Why Portuguese buses are the main public-transport watch-out

Carris, STCP, regional bus networks and national coach companies are separate operators. Their restrictions must be checked before relying on a road connection, especially for inland villages and beaches beyond the railway.

Dog rules on Lisbon and Porto Metro

Lisbon Metro permits dogs outside a container with a muzzle, short lead, current vaccination record and municipal licence, subject to its dangerous-breed restrictions.

Porto Metro’s current transport conditions permit a dog outside a carrier when it wears a functional muzzle and is attached to a collar or harness with a fixed lead no longer than 1 m. The dog travels free and may not use a seat. Neither metro’s rules cover the city-bus or suburban-coach leg.

Heat, seasonal trains and the Algarve with a dog

High summer temperatures affect both animal comfort and rail operations. Prefer cooler departures, carry more water and avoid tight connections when a delay could leave the dog waiting for the final bus.

Seasonal and heritage trains can add appealing options, but confirm their animal conditions and operating dates before using them as a necessary leg.

Lisbon to the Algarve

CP can handle the long rail leg, but the chosen beach may require a local bus that does not share CP’s dog rule. Pick your coastal base around a last leg you have confirmed.

Porto to the Douro Valley

Check whether the itinerary stays on CP trains or adds a cruise, taxi or local bus. The nicest option may be a town on the rail line rather than the place you first had in mind.

Lisbon to an interior village

A route planner may offer a national coach as the fastest connection. Treat that as unproven for a large dog and compare a longer rail route plus a booked taxi.
