Yes — if you meet every condition.
What this means for you: Between the Lower Saxony Verbünde — Lüneburg Heath, the coast, the Harz approaches — the regional trains take dogs for a child ticket. Some operators on these lines (NordWestBahn, metronom, erixx) add their own muzzle wording; read the operator page before a long ride.
